Maximizing the Potential of Remittances and Diaspora Investment: A Policy Paper for IMRF 2026

The UN Network on Migration has released a policy paper, authored and coordinated by IFAD and the World Bank, to support Member States in assessing progress on the Global Compact for Safe, Orderly and Regular Migration (GCM), with a focus on Objectives 19 and 20 — on creating conditions for migrants and diasporas to fully contribute to sustainable development, and on promoting faster, safer and cheaper remittance transfers and financial inclusion for migrants and their families.

The paper takes stock of progress since the first IMRF in 2022, highlights key remaining challenges — from high transfer costs and regulatory barriers to gender gaps and insufficient data — and outlines a comprehensive set of recommended actions for governments and international organizations. These span financial and digital inclusion, regulatory reform, payment system interoperability, diaspora engagement, and multi-stakeholder partnerships.

The policy paper has been prepared ahead of the second International Migration Review Forum (IMRF), taking place at the United Nations Headquarters in New York on 5–8 May 2026, where Member States will have the opportunity to renew and expand their commitments on GCM Objectives 19 and 20.
