Dilbar Abduganieva is the Chief Financial Inclusion Officer at the Central Bank of Uzbekistan, where she leads initiatives aimed at expanding access to finance for women and women entrepreneurs. Under her leadership, the bank has established a National Coalition of 19 institutions and launched Uzbekistan’s first national dashboard on women’s financial inclusion. Her work has been recognized globally as part of the WE Finance Code initiative, which aims to promote gender-inclusive finance.

Dilbar’s role extends to aligning banks, microfinance institutions, government bodies, and associations around a shared vision for gender-inclusive finance. She also contributes her expertise as a member of the Alliance for Financial Inclusion Gender Inclusive Finance Committee. Her efforts have translated commitment into concrete action, resulting in measurable results such as the training of 9,000 bank employees in gender sensitivity and the facilitation of UZS 4.1 trillion in concessional financing for women-led businesses.
